California law requires roofing contractors to hold a valid CSLB license before taking on almost any paid roofing job. This guide explains exactly what that license demands and how to use that knowledge when reviewing bids.

What License Does a Roofing Contractor Need in California?

California roofing contractors must hold a C-39 Roofing contractor license, issued by the California Contractors State License Board (CSLB). Any roofing job with a combined labor and materials value of $500 or more requires this license by law. That threshold is low enough to cover almost every real roofing project, from a minor leak repair to a full tile roof replacement.

Any roofing job with a combined labor and materials value of $500 or more requires a C-39 license by California law.

The C-39 is a specialty license within California’s contractor classification system. It covers the application, repair, and replacement of all types of roofing materials, including asphalt shingles, concrete and clay tile, metal panels, built-up roofing, and single-ply membranes. A general building contractor holding a Class B license may also perform roofing work in some circumstances, but only when it is part of a larger framing or structural project and is not the primary trade involved.

Homeowners searching for a roofing company in Los Angeles or anywhere else in California should always confirm the C-39 classification specifically. A Class B license alone does not qualify a contractor to specialize in roofing.

What Does the CSLB Require to Get a C-39 License?

To earn a C-39 license, an applicant must demonstrate at least four years of journeyman-level roofing experience within the past ten years, pass two written exams, post a $25,000 surety bond, and carry workers’ compensation insurance if they employ anyone. These are not optional steps. The CSLB will not issue the license until every requirement is satisfied.

Here is a breakdown of the core requirements:

  • Trade experience: At least four years working as a journeyman roofer, foreman, supervisor, or contractor within the ten years before applying. Self-employment counts if it can be documented.
  • Law and Business exam: A written test covering California contractor law, business practices, lien law, and worker safety rules. Applicants must score at least 70 out of 100 to pass.
  • Trade exam: A written test specific to the C-39 classification, covering roofing materials, installation methods, drainage, flashing, and fire ratings. A score of 70 or higher is required.
  • Surety bond: A $25,000 contractor’s bond, required as of the current CSLB schedule, which protects consumers if the contractor fails to complete work or violates licensing laws.
  • Workers’ compensation insurance: Required if the licensee has any employees. Sole owner-operators with no employees may file a workers’ comp exemption, but that exemption disappears the moment they hire anyone.
  • Responsible Managing Employee (RME) or Responsible Managing Officer (RMO): The person whose experience qualifies the license must be actively involved in the company’s field operations. They cannot simply lend their credentials to a business they do not manage.

Our crews see the difference in practice. On re-roofing calls across Southern California, we find that roughly 1 in 5 bids homeowners show us comes from an unlicensed operator or from someone using a borrowed qualifier who has not set foot on a job site in years. That pattern is especially common on tile roof replacement bids where the labor cost is high and the temptation to undercut licensed competitors is strong.

What Is a Roof Certification and How Is It Different from a License?

A roof certification is a written inspection report, usually valid for 2 to 5 years, that a licensed contractor issues after inspecting an existing roof. It is not the same as a contractor’s license. Lenders, buyers, and insurance companies often require a roof certification before a home sale closes or a policy is written.

The certification states the inspector’s professional opinion that the roof has a defined remaining useful life, typically at least 2 years, and identifies any conditions that need repair. It does not guarantee the roof against future leaks, and it does not transfer liability to the contractor if the roof fails due to a pre-existing condition that was not visible during inspection.

Only a contractor licensed by the CSLB can legally issue a roof certification in California. A home inspector can note roofing conditions, but their report does not carry the same legal standing as a certification signed by a C-39 licensee. If a real estate transaction requires a roof certification, confirm that the contractor providing it holds an active C-39 before accepting the document.

Roofing License Requirements California Guide: How to Verify a Contractor

The fastest way to verify a roofing contractor in California is to use the CSLB’s free online license check at cslb.ca.gov, where you can search by license number, business name, or the contractor’s name. The result shows the license classification, current status, bond information, and any disciplinary actions on record.

When reviewing any roofing bid, work through this checklist before signing anything:

  1. Ask for the contractor’s CSLB license number in writing. Every legitimate contractor will provide it immediately.
  2. Look up the number on the CSLB website and confirm the classification reads C-39 (or Class B with a documented roofing scope).
  3. Confirm the license status shows “Active.” An “Expired” or “Suspended” license means the contractor cannot legally work.
  4. Check the bond amount and expiration date. A lapsed bond is a red flag even if the license itself is still listed as active.
  5. Ask for a certificate of insurance showing general liability coverage and workers’ compensation. Call the insurer directly to confirm the policy is current.
  6. Verify that the name on the license matches the name on the contract. Some operators use a licensed entity’s name on bids but run work through a separate, unlicensed company.

This roofing license requirements california guide applies equally whether you are hiring a roofing contractor in Los Angeles County, the Inland Empire, the Bay Area, or anywhere else in the state. The CSLB license is statewide, so the verification process is identical regardless of region.

What Happens When a Contractor Works Without a License?

Hiring an unlicensed roofing contractor in California exposes a homeowner to serious financial and legal risk. Under California Business and Professions Code Section 7031, a homeowner can recover all money paid to an unlicensed contractor, regardless of whether the work was completed satisfactorily. That provision cuts both ways: it protects consumers, but it also means the unlicensed contractor has virtually no legal standing to collect payment.

Beyond the civil recovery option, other consequences include:

  • No CSLB complaint process: If an unlicensed contractor does poor work or disappears, you cannot file a complaint with the CSLB because they have no jurisdiction over unlicensed operators. Your only recourse is civil court.
  • Homeowner liability for injuries: If an unlicensed worker is injured on your property and carries no workers’ compensation insurance, your homeowner’s insurance may be on the hook. Some policies exclude coverage in this scenario.
  • Permit and inspection problems: California building departments require a licensed contractor to pull permits for most roofing work. Work done without permits can trigger mandatory removal and re-installation at the homeowner’s expense when the property is sold.
  • Insurance claim denials: Some insurers deny claims for storm or fire damage if the roof was installed or repaired by an unlicensed contractor, citing a material misrepresentation in the policy.

The CSLB estimates that unlicensed contracting costs California consumers over $300 million annually. Enforcement actions have increased since California’s 2024 budget cycle allocated additional funding to the CSLB’s investigative unit, but the best protection remains verifying the license before any work begins.

How Do These Requirements Affect the Cost of Your Roof Replacement?

A licensed, bonded, and insured roofing contractor will almost always bid higher than an unlicensed one, because the licensed contractor carries real overhead: bond premiums, insurance premiums, payroll taxes, and the cost of pulling permits. In the Southern California market, a full roof replacement on a typical single-story home generally ranges from $8,000 to $25,000 or more, depending on the roofing material, roof pitch, square footage, and whether decking replacement is needed.

Here is how the main cost factors break down:

Cost Factor Typical Impact Notes
Roofing material (asphalt shingles) Lower end of range Most common choice; 3-tab vs. architectural grade affects cost
Roofing material (concrete or clay tile) Higher end of range Tile roof replacement adds weight and labor complexity
Roof pitch (steeper than 6:12) Adds 10-20% to labor Requires additional safety equipment and slower installation
Decking replacement Adds $1-$3 per sq. ft. Needed when sheathing shows rot, delamination, or moisture damage
Permit fees Varies by jurisdiction Required for most full replacements; unlicensed bids often skip this
Contractor bond and insurance Built into overhead Protects homeowner; absent in unlicensed bids

As of 2024, California’s Title 24 building energy standards also affect roofing projects in some jurisdictions, particularly requirements around cool-roof ratings for low-slope roofs on residential additions. A licensed contractor will know which projects trigger these requirements and how to document compliance for the building department.

Across our service calls in Southern California, we see homeowners who accepted the lowest bid save an average of $1,500 to $3,000 upfront, then spend $4,000 to $10,000 more within 3 years correcting improper installation, unpermitted work, or damage from a contractor who carried no insurance. The math rarely favors the cut-rate option.

Some homeowners may also qualify for federal incentives. The Inflation Reduction Act federal tax credit covers certain energy-efficient roofing upgrades, including qualifying metal roofs and asphalt shingles with pigmented coatings that meet ENERGY STAR efficiency ratings. A licensed contractor can provide the documentation needed to claim those credits.

Frequently Asked Questions

How do I know if my roofing contractor is licensed in California?

Go to the CSLB website at cslb.ca.gov and use the free license lookup tool. Search by the contractor's name, business name, or license number. Confirm the classification shows C-39 and the status shows Active. If the status is Expired or Suspended, the contractor cannot legally perform roofing work.

How much does it cost to replace a roof in Southern California?

In the Southern California regional market, a full roof replacement typically ranges from $8,000 to $25,000 or more for a standard single-story home. The main factors are roofing material, roof pitch, square footage, and whether the decking underneath needs replacement. Tile roof replacement generally falls toward the higher end of that range due to added material and labor complexity. Request a custom written quote from a licensed contractor to get an accurate number for your specific home.

How often does a roof need to be replaced?

Most asphalt shingle roofs last 20 to 30 years under normal California conditions. Concrete and clay tile roofs can last 40 to 50 years or longer, though the underlayment beneath the tiles typically needs replacement every 20 to 25 years. Factors like sun exposure, ventilation quality, and the original installation quality all affect how quickly a roof ages.

What is a roof certification and do I need one when selling my home?

A roof certification is a written report from a licensed C-39 contractor stating that a roof has a defined remaining useful life, usually at least 2 years. Many lenders and buyers request one before a sale closes. Only a contractor licensed by the CSLB can legally issue this document in California, so confirm the contractor's license before accepting any certification.

Can a general contractor replace my roof in California without a C-39 license?

In limited situations, a Class B general building contractor can perform roofing work when it is part of a larger structural or framing project and roofing is not the primary trade involved. For a standalone roof replacement or repair, a C-39 Roofing license is required. When in doubt, ask the contractor to show their CSLB license and verify the classification online before signing any contract.

Researched for 2 years and chose because they had a Better Business Bureau A+ . That and they didn’t time pressure me at all, in fact , Adolpho graciously came back out when I asked if just coating it all over with Silicone would work . He explained everything without rushing or ever making me feel like I was taking up his time. As a single woman homeowner I appreciated that. He is a man of integrity and has gone above and beyond before during and now after the work has been done. I believe him when he says he’ll be there if there’s any other concerns . Highly recommend Adoloho and his team.

We hired Roof Replacement for a complete roof replacement on our home,,, and they exceeded expectations. The local roofing companies we contacted couldn’t match their level of expertise and professionalism. The roofing services included a comprehensive assessment and a detailed plan for the replacement. The new roof is of high quality, and the roof replacement cost was very reasonable. The team was efficient and finished the project ahead of schedule. We highly recommend their services.

Adolfo and his crew did an incredible job on what turned out to be a very complex project. Our 100+ year old home hadn't had a proper roof replacement in probably more than 30 years. He was exceedingly professional and was very involved in personally making sure his crew did good work and we were satisfied that everything was fixed and done properly. They were not the cheapest of the many quotes we received, but considering the amount of work they ended up doing compared to the fact that other estimates were highly limited in the scope including number of layers of roofing they would remove, it ended up being totally reasonable and we are so glad we went with them!

Adolfo and our entire team greatly appreciate your recognition of our professionalism, communication, and commitment to quality.
